The reporting of LULUCF during the 2nd Commitment Period (CP2) of the Kyoto Protocol (KP) will be based on the new LULUCF rules (UNFCCC decision 2/CMP.7), reflected the methods contained in new 2013 IPCC KP Supplement (http://www.ipcc-nggip.iges.or./home/2013KPSupplementaryGuidance_inv.html).
These new rules and methods introduced a number of significant changes in LULUCF reporting and accounting, including the Forest Management Reference level (FMRL), the accounting of Harvested Wood Products (HWP), the possible exclusion of emissions from natural disturbances, and the new voluntary activity of Wetland Drainage and Rewetting (WDR).
In addition, the EU LULUCF decision 529-2013 introduced the mandatory accounting of Cropland and Grazing land Management (CM and GM) for EU Member States, which will be implemented during CP2 through a step-wise approach. Overall, these changes and the associated new reporting requirements represent a significant challenge for EU GHG inventory compilers.
The workshop will address technical issues related to the new LULUCF rules and methods. The main focus will be on explaining and discussing the novelties introduced by decision 2/CMP.7 and by the 2013 IPCC KP Supplement. A session will also address the challenge of estimating and reporting CM and GM. Presentations on experiences from countries are also welcomed.
Expected participants include national experts responsible for the LULUCF sector, GHG inventory compilers and scientists involved in the estimation and reporting of LULUCF.
